And Facebook's CEO, Mark Zuckerberg, ran the gauntlet of the House and Senate in April, following the revelations of the Cambridge Analytica data harvesting operation.

"This is an arms race, and that means we need to be ever more vigilant", Sandberg wrote.

"We are troubled by reports that the power of Twitter was misused by a foreign actor for the objective of influencing the USA presidential election and undermining public faith in the democratic process", Twitter General Counsel Sean Edgett told the committee November 2017.

Sandberg is scheduled to appear before the lawmakers as a representative of Facebook alongside Twitter CEO Jack Dorsey Wednesday morning. "We are learning from what happened, and we are improving".

The later hearing before the House Energy and Commerce Committee was to focus on bias and Twitter's algorithms. Twitter denies that's happening.

The companies have made many policy changes, and have caught and banned malicious accounts over the past year.

Laura Rosenberger, the Director of the Alliance for Securing Democracy at the German Marshall Fund, told ABC News that likely won't be a problem for the Senate Intelligence Committee, as that committee in particular has been "steeped in understanding the challenges posed by foreign interference".

"As a bipartisan report from this committee said, Russian Federation used social media as part of, and I quote, a comprehensive and multi-faceted campaign to sow discord, undermine democratic institutions, and interfere in USA elections and those of our allies", she explained.
