Japan offers to host second US-North Korea summit

A controversy has erupted in South Korea over U.S. President Donald Trump's choice of words in a comment regarding South Korea's sanctions on North Korea.

Foreign Minister Kang Kyung-wha had said on Wednesday that Seoul was considering lifting measures applied after a deadly attack in 2010.

Asked about Seoul considering lifting some sanctions to create space for diplomacy with North Korea, Trump says: "They won't do that without our approval". These sanctions, dubbed the May 24 measures, had been put in place after an attack on a South Korean warship in 2010 that killed 46.

Washington has consistently stressed that sanctions will be remain in place until North Korea relinquishes its nuclear arsenal, with the State Department on Monday insisting that the USA and China were "unified" on the pressure campaign against the DPRK. While U.N. sanctions against North Korea don't ban tourism, they do place restrictions on bulk cash transfers, he said.

Mr. Trump has encouraged US allies to maintain sanctions on North Korea until it denuclearizes as part of what his administration has termed a campaign of "maximum pressure" against leader Kim Jong Un's government.

"North Korea could enter the world community as a normal country".

While Washington holds a veto on the UN Security Council - meaning it can prevent motions to alter global sanctions - it has no power over Seoul's policies, which include a range of bilateral sanctions against North Korea.

South Korean conservatives reacted with anger as well, and Kang's ministry downplayed her comments later, saying in a statement that the government has yet to start a "full-fledged" review of sanctions, meaning no decision was imminent.

He added that Kim had said he was ready to allow worldwide inspectors into North Korea's Punggye-ri nuclear testing site and the Sohae missile engine test facility as soon as the United States and North Korea agreed on logistics. These projects have been held back by the sanctions against North Korea. Religious agencies have said they number in the few hundreds to about 4,000.

By showing up in a new Rolls Royce Kim managed to mock Pompeo and the Trump administration's attempts to isolate North Korea.

As part of his delegation to Pyongyang, Pompeo brought along Stephen Biegun, his special representative to North Korea and the diplomat expected to take on more of the day-to-day negotiating with Kim's regime. He's put a hard line stance on USA allies maintaining "maximum pressure" against North Korea until it denuclearizes. They said the North Korean leader appeared simply to be repackaging and dragging out past pledges.

The denuclearization process, which looked so promising when Kim and Trump met in Singapore in June, is now looking stillborn. "I think that North Korea is ready to open up, renounce nuclear weapons and build a new country", he said. The Koreas have also resumed temporary reunions between war-separated relatives and reached military agreements to reduce tensions across the border.
