Following the Pulwama attack, India received global backing in its bid to block Azhar, the chief of Pakistan based terror group (Jaish-e-Mohammad) that owned the responsibility of the convoy attack in which 40 CRPF personnel were killed.

The United States, France and Britain are "actively considering" a new attempt, this time with a draft Security Council resolution that would designate Azhar as a terrorist, the diplomat added.

"It blocked yet another round of United Nations sanctions on Pakistan-based JeM chief Masood Azhar weeks after the group claimed credit for the deadliest terror attack in Kashmir", Jeff Smith from the Heritage Foundation said.

The comment piece advised New Delhi to resort to quiet diplomacy instead of extensively directing aggressive rhetoric to pressurize Beijing, the Azhar issue could have been better addressed.

After the U.S., the United Kingdom and France moved the resolution to ban Masood Azhar, China blocked it on technical grounds and the global consensus gathered by India fell apart.

India on February 26 had sent a dossier to Pakistan with specific details pertaining to JeM's role in the dastardly Pulwama attacks.

Earlier, with China for the fourth time putting on hold the proposal against Azhar in the UN Security Council, Congress spokesperson Randeep Singh Surjewala said it is a major setback for the global fight against terrorism and "reaffirms Chinese position of being an inseparable ally of terrorism's breeding ground Pakistan".

"This is in line with the rules of the committee and China sincerely hopes that relevant action taken by this committee will help relevant countries to engage in dialogue and consultation and prevent adding more complicated factors into regional peace and stability", he was quoted as saying by media reports. "It's a diplomatic issue, and India will take a decision after a careful thought", Jaitley told CNN-News18.

He claimed that China's move is "very easy to understand" considering India has been "sheltering an enemy" of China since decades. The minister and his party both pointed out that China would not be in UN Security Council if not for Jawaharlal Nehru, Mr Gandhi's great grandfather and India's first Prime Minister. However, on all occasions China, a veto-wielding permanent member of the UN Security Council, blocked the proposals from being adopted by the Sanctions Committee.
